What is the Provincial Attestation Letter (PAL)?

The Provincial Attestation Letter (PAL) is a document issued by the Canadian provincial government to international students, confirming that they meet the admission requirements of the province and are allowed to study at universities/colleges within that province.

According to the announcement on January 22, 2024, the Canadian government has limited the number of international students in 2024 to control immigration and housing crises. IRCC has declared a 35% reduction in international students compared to the total number of students coming to Canada in the previous year.

All provinces and territories of Canada will allocate the number of international students they can admit as per federal government regulations. Subsequently, provinces and territories will redistribute these quotas to institutions and allocate them to international students wishing to study in Canada.

Who needs PAL in the Canadian study visa application?

- College and university-bound international students

- Postgraduate program applicants

- Those not included in the following special lists:

• Elementary and high school students
• Master's or Ph.D. students
• Individuals in Canada with a Study Permit needing extension or holding a Work Permit
• Temporary residents on exchange student status at DLI-listed institutions
• Temporary residents in preparatory courses at DLI-listed institutions
• Individuals with deportation orders but cannot leave Canada presently
• Temporary residents with a minimum 6-month extended permit
• Government-protected individuals
• Eligible applicants for Canadian immigration
• Individuals with relatives currently holding Study Permits, Work Permits, or a minimum 6-month valid permit

Information about PAL in Canadian Provinces

Ontario - The province with the highest number

Ontario is allowed to accept 245,000 international students for study. According to the official list from IRCC, this province has 530 DLI-listed educational institutions. However, according to the Ontario province, 96% of the Study Permits will be allocated to public colleges and universities. Therefore, private institutions are significantly affected and will only receive 4% of the Study Permit allocation.

Quebec 

After adjusting population and approved study permits, Quebec allocated 117,917 study permits.

British Columbia

British Columbia announced the allocation of 83,000 Study Permits in March, evenly distributed between public and private institutions.

Alberta

Alberta is allocated 10% of the country's Study Permits, with a total allocation of 40,894 study permits.

Nova Scotia

While Ontario has the highest number of allocated study permits, these numbers have decreased by 41% compared to 2023. British Columbia is also significantly affected, with an 18% decrease. Meanwhile, provinces like Quebec, Alberta, Saskatchewan, and Newfoundland and Labrador have an advantage as the number of Study Permits increased by 10% compared to 2023.

3 Steps to Obtain PAL

International students will receive PAL through the institution they apply to. Each province will allocate a specific number of PALs to each institution, which will send them to students when they meet the conditions.

Step 1: International students submit their enrollment application as usual and receive the Admission Letter.

Step 2: International students need to pay the enrollment deposit as required by the institution, which will be deducted from the tuition fee.

Step 3: Receive the Provincial Attestation Letter (PAL).
